Under general supervision, the incumbent assists the public at the service counter, processes permit applications, and provides secretarial and clerical support to the department.
Example of Important and essential duties include, but are not limited to:
Assists the public at the service counter; process forms, permit applications, and plans necessary for the issuance of development and construction permits.
Responds to inquiries and provide information related to building and planning applications and plan checking procedures, policies, and functions; compute required fees.
Maintains department records including department revenue receipts, monthly building reports to the County Assessor, the State, and the Resource Management Agency.
Maintains supplies including permit applications, forms, and related documents; requisition additional supplies as required in accordance with established procedures.
Reviews permit applications to ensure completeness of information.
Provides secretarial support to the Department Head and other staff members as required; maintain calendar of appointments; receive visitors, ascertain reason for visit, and notify appropriate party; prepare correspondence; review incoming correspondence and route in accordance with standard procedures.
Establishes and/or maintain files on departmental activities; research files to obtain information required by departmental staff or necessary to the preparation of reports or conduct of other office business.
Processes building permit reports for City Manager, Director of Community Development, and Tax Assessor's office.
Attends Planning Commission meetings; take and transcribe minutes; type staff reports; assist in preparing agenda packets and distribute to appropriate staff and commission.
Performs a variety of administrative support tasks including typing, proofreading, filing, editing, and office machine operation, including word processing or operation of other automated systems; sort, file, prepare, and/or process a variety of documents and records, including the development of data bases for building permits and land use tracking systems.
Develops and build data bases for building permits and land use tracking systems; determine format and information necessary for spreadsheets and the completion of various mandated reports; enter data; generate reports and graphs for various Planning and Building activities.
Maintains and update GIS mapping information system and relational data bases; generate charts and maps for various projects.

JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of:
Basic mathematical principles.
English usage, spelling, vocabulary, grammar, and punctuation.
Principles and practices used in dealing with the public.
Principles of business letter writing and basic report preparation.
Modern office practices, methods, and computer equipment.
Principles and procedures of record keeping.
Pertinent Federal, State, and local laws, codes, and regulations including administrative and department policies and procedures.
Basic construction terminology and blueprint reading.
Safe driving principles and practices.
Skill to:
Type at a speed of 40 words per minute and enter data at a speed necessary for successful job performance.
Operate modern office equipment including computer equipment and software.
Operate a motor vehicle safely.
Ability to:
Interpret and apply pertinent Federal, State, and local laws, codes, and regulations.
Interpret and explain City policies and procedures related to the building permit process.
Prepare and maintain accurate and complete records.
Prepare clear and concise reports.
Respond to requests and inquiries from the general public.
Understand and follow oral and written instructions.
Communicate clearly and concisely, both orally and in writing.
Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Minimum
Qualifications:
Experience:
A minimum of three years of administrative support experience is desired.
Prior experience in planning and building is desirable.
Training:
Equivalent to a high school diploma supplemented by training in planning and building permit procedures and processes.
License or Certificate:
Possession of, or the ability to obtain, a valid driver's license.
Special Requirements:
Essential duties require the following physical skills and work environment:
Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 25 lbs.

Compensation & Benefits Salary:
$27.
84 to $33.
82 per hour Deferred Comp:
ICMA; City matches lesser of 3% of salary or $200/month.
Retirement:
City participates in California Public Employee Retirement System (PERS) and Social Security.

Participation in PERS health plans; City pays 100% employee nd 80% of dependent premium up to PERS Choice rate; City pays 100% of employee premium for dental and vision.

Employees hired after Nov.
1, 2010, who work 10 years continuously and retire from the City, will be eligible to participate in the CalPERS health plans after retirement; City pays the Employer Minimum Contribution toward the retirees' premium.
Disaster Service Worker:
In accordance with Government Code Section 3100, City of Ojai Employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
